CS655 producing extreme soil moisture values

We have some CS655 sensors in central NV -arid and high EC. We have 3 at 5-cm. All were reading ~3-5% then it rained on April 25 and 2 of the 3 started to report values ~ 2e+23. The other has dried back down to 3%. 

(1) I thought the logic in the sensor prohibited values over 0.7 - it should be NaN. At least that's what we found in https://doi.org/10.2136/vzj2017.12.0214

(2) All 3 sensors are still reporting temperature. The temps are greater than air T - which could be ok since the soils are dry. But perhaps they're exposed? 

(3) All 3 sensors are still reporting BEC. The 'functioning' sensor is report ~0.22 dS/m, while the others are ~ 1 and 4 dS/m - both with diurnal oscillations. 

Field crew is going out tomorrow and have a look but the site is far. Any advice?
